Questions for consideration:
1)   Do your campuses allow librarians to work from home? Is there an explanation that has been provided, pro or con?

2)   What is the model for librarians filling in for absent colleagues in the following cases? Are you paid, given relief from other duties, or given other consideration?

a.   One or two days
b.   Weeks or months
c.   Years

Please send your answers to danharms@earthlink.net, indicating if you are at a SUNY campus and if you want to be quoted. I’ll report back at the next meeting.

UUP Liaison's Report
Dan Harms

Contract negotiations between UUP and the State of New York are ongoing.  Active employees may access the negotiations updates on the website using information from their pay stubs.

Chapter elections are coming up soon.  I encourage everyone to participate in electing their local UUP representatives.   Keep an eye out for information on the process.

I have yet to hear any details on the governor's plan for free tuition for many students at SUNY campuses, including how the cost will be paid for.  Democratic Congresspeople are endorsing the plan, while Republicans have released their own.

I also want you to make your campuses aware of the Constitutional Convention that will be on the November ballot:

The first meeting between UUP and the State of New York regarding the new contract will be held on July 15.  The contract team will be working hard to achieve the best contract they can for the workers.  I encourage librarians and library workers to bring their concerns to the negotiations team, at contract@uupmail.org, and the A-48 Committee.

UUP Liaison's Report

SUNYLA Liaison to UUP
(not present)

The UUP A-48 Committee for librarian equity has had two meetings with the state, most recently on met on July 29.  Among other items, we are exploring options for joint labor-management education and training programs at the individual and campus levels.

We’ve heard concerns about the amount of information that we’ve been able to give out.  Unfortunately, this is the nature of negotiations, as we need keep information under wraps so that we can get more for librarians down the road.  We will be delivering more information as soon as we are given permission to do so.

Negotiation can be a lengthy process, but we are optimistic that this is a good way to go about resolving the long-standing issues that have beset librarians over the years.  The feeling from the committee and UUP is that the A-48 committee should continue into the new contract period, to continue discussion of the problems we face.

UUP Vice President for Professionals J. Philippe Abraham is the head of our negotiations team.  He and other members are visiting campuses to gather information to inform the upcoming negotiations with the State of New York for the new contract.  It is vitally important that librarians make their voices heard and be able to detail specific problems and situations that UUP can bring to the table.  I strongly encourage you to make your voice known at the campus forums, and/or to fill out and return the following form.

UUP would also like to get your input on the proposed changes to the SUNY policies on intellectual property, including copyright, patent, and trademarks.  If this is an important part of your job, make sure your voice is heard!

UUP Liaison’s Report

This has been a busy time for the union.  The governor’s new SUNY budget has called for 10% of the SUNY campus budgets to be held pending the submission of plans for performance-based funding.  The plan also calls for extensive investments in experiential legislation, cuts to Educational Opportunity Programs, incentives for participating in Start-UP NY, and bonuses for high-performing faculty researchers and presidents.   We encourage librarians to keep up on the news regarding the state budget and to let their local legislators know where they stand.

We've talked about having a new chair for some time, but I think it's time to put it into action. I'd like to add this to the list of action items for this meeting.
