Revised TUG Chair Responsibilities

As per discussion at the last council meeting, I have written up a proposed change to the Manual of Responsibilities regarding the TUG chair. Discussion of these changes is on the agenda for Wednesday's meeting.

Quick recap: I realized recently that while we've been expecting the chair of TUG to manage the council listserv and run the virtual parts of our meetings those duties weren't mentioned anywhere in our governing documents. We've come to count on the TUG chair for these tasks and want to ensure that future TUG chairs are aware of these expectations.

I've attached a draft including the current wording and the proposed changes with the added duties.
