SUNY Library Services Platform (LSP)
•   Alma has moved to support;
•   SLSS/SLC met with ExLibris support managers and Content Operations Administrators
•   Many cases have been escalated, some because they have gone stale, others were cases where there were problems with linking;
•   Jennifer Smathers has joined the SUNY Shared Services Staff as SLSS Support Coordinator;
•   Central Discovery Index is coming soon;
•   Monthly LSP update webinar was held on October 30 at 2:00;
•   LSP FAQs are available;
•   Significant product documentation on Alma and Primo is available at the Ex Libris Knowledge Center (no logon necessary);


Open Educational Resources
SUNY OER Services recently received, as part of 2019-2029 OER funding requirements, reports from campuses of new OER course sections this academic year.  Sustained use is occurring across all sectors but significant growth is noted at Technology Colleges and University Centers.

SUNY OER Services recently launched its first OER Sustainability Cohort. The first workshop was held on October 24, 2019 in the Zimper Boardroom at SUNY Plaza.  IT was wonderful to see so many SUNY librarians actively participating and leading their campus OER efforts.  These cohorts will bring together 20 campuses over a two-year period to engage in conversation, reflection and action on how to sustain OER programs. SUNY Libraries Consortium (SLC)

•   SLC Board Fall meeting was held on October 15 & 16. Discussions included Elsevier negotiations




OLIS / SUNY News
•   Carey Hatch, Curtis Kendrick and Mark McBride presented to the Chief Academic Officers (CAO) meeting;  Presented on Elsevier Negotiations, Library Shared Services, OER activities
•   Full staff meeting to be held week of December 16 in Syracuse. Staff activities and future directions will be discussed;
•   RFI released last year, looking into the research/workflow/research lifecycle marketplace.  It coincided with the Open Access Resolution that was passed by the SUNY BOT;
•   Maureen Zajkowski, Wendi Ackerman, and Amelia Manders working with Michael Dane (contractor) to redesign the OLIS website.


Elsevier Negotiations (Science Direct)

•   Dec 18th, 2018 – Initial Meeting

Open Access Policy

•   Resolution was informed by actions of the Faculty Senate on open access and a system-wide task force;
•   This was a consultative process with System Administration receiving guidance and input from library deans, provosts, UFS, FCCC and others;
•   Draft resolution was sent to campuses for review and comments informed the final version with was presented by the Chancellor to the SUNY BOT;
•   Policy does not ask faculty, students, or staff to avoid publication in peer-review journals, monographs, etc., but to increase access to scholarly work;
•   State Operated campuses shall develop an Open Access Policy of their own, following faculty governance procedures;
•   Each Community College is encouraged to develop a policy of their own, that also follows faculty governance;
•   SUNY’s policy aligns with other universities and colleges’ open access goals;
•   Most federal funding requires open or public access to publicly funded research;


Open Access Repository Working Group

•   Purpose:  Develop Open Repository (hosted by Atmire) for Open Access content as a bridge to a future research workflow support platform

•   Members:

Darren Chase, Oneonta
Cathy Dwyer, University of Albany
Sarah Morehouse, Empire State College

•   Tier 1 Phase for 2019/2020
o   Support campuses that need to incorporate an Open Access policy but have no local infrastructure in place;
o   Can be implemented by March 2020 to meet the SUNY Board of Trustees resolution date for having Open Access policies in place;
o   Focus on development of workflows, services and support models;
o   Campuses have option whether to opt-in to shared environment.

SUNY Library Shared Services (SLSS)

As part of a larger review of shared service delivery across the SUNY System, the Office of Library and Information Services has developed SUNY Library Shared Services (SLSS), which will work to deliver services to SUNY libraries based on individual campus needs and programs or initiatives in which groups of campuses are interested.  As one of the major initiatives in SUNY libraries over the past two years has been the Alma and Primo migration and implementation, many of the first shared services are focused on supporting campuses with the library services platform.  In addition to supporting the overall library services platform infrastructure, SLSS is offering optional extended support programs to assist campuses with training, management of library technology such as the LSP, and resource sharing management. 
The SLSS has been adding additional staff to deliver these services to campuses, with the following staff being added in the past six months:
•   Timothy Jackson, Resource Sharing Program Manager
•   Michelle Eichelberger, Discovery and E-Resources Program Manager
•   Maggie McGee, Network Zone Coordinator
•   Gail Pawlowski, Sr. Alma Support Specialist
•   Susan Perry, Alma Support Specialist
•   Esta Tovstiadi, Alma and Primo Support Specialist
Another staff member will be starting at the end of 2019.

Upcoming topics of interest:
•   Fall SLC Membership meeting will be held on October 15th-16th 2019 in Saratoga Springs, NY.
•   One of the main topics of discussion will be the Science Direct negotiations. Please take some time to discuss your needs and commitments to Science Direct at your campus with your campus representative that will be attending the SLC meeting so that they can be prepared to discuss the needs of your campus.
•   SLC wants to foster collaboration and communication within the SUNY Library system and we want to encourage SUNYLA members to consider participating in the SLC organization.

SUNY OER Services
Michael Daly

Over the last two years SUNY has seen awesome growth in the use of OER.  To date:
•   155,000 SUNY students are using OER in a least one course
•   1,000+ SUNY faculty teach with OER in over 4,600 course sections
•   SUNY students have avoided spending 16 million dollars on traditional course materials.
SUNY’s libraries and librarians continue to be an important factor in driving the growth of OER in SUNY.  Over 60% of campus-based OER programs in SUNY are led by libraries and librarians. These are massive efforts that are to be commended. Remember, SUNY’s definition of an OER course, where the “majority of the materials either reside in the public domain or have an intellectual property license permits repurposing by others,” provides opportunity for faculty incorporate a wide variety of library-held content in courses.

As a final reminder, SUNY’s recently announced multi-year partnership with Lumen Learning - focused on improving college affordability and student success through wide-scale use of open educational resources (OER) - ensures that all OER and courseware available (including Carnegie Mellon’s OLI) at oer.suny.edu is at no cost to SUNY faculty and students.

Institutional Repository Activities

At the June 2019 SUNYLA Conference, the OLIS proposed a two phase process in support of repository environments for Open Access and OER content:
•   Phase 1 - 2019/2020
o   Implement OpenRepository, a platform hosted by Atmire, as a bridge to a more comprehensive solution to be explored in Phase 2
o   Use PRIMO as a discovery interface for SUNY scholarly content by OAI harvesting from established SUNY repositories
•   Phase 2 – starting in 2020/2021
o   Explore platforms and services to highlight and support scholarly work across SUNY

In this proposal, the current SUNY Digital Repository (Dspace platform) would remain as it to continue support of its current (primarily non-scholarly) content.

A working group will be formed to help with Phase 1.  Updates will be shared as this process develops.

SUNY Libraries Consortium (SLC)

•   New SLC email list has been established initially using the SCLD-l subscriber list; get in touch if additional subscriptions are needed/desired;
•   Carrie Fishner, Director of Resnick Library at the SUNY College of Technology at Delhi, is the newest member of the SLC Board. Carrie is stepping in to fill an open position and her term runs through the SLC Spring Meeting in 2021. Carrie is also on the SUNYLA Executive Committee, and is currently the past SUNYLA President;
•   SLC Board monthly meetings scheduled for 3/7/2019, 4/4/2019, and 5/2/2019, as well as a half day meeting for 3/13/2019. You can submit questions and agenda items for the Board meetings through Executive Director, Chuck O’Bryan (chuck@sunylibrariesconsortium.org);


OLIS / SUNY News

SUNY Library Services Platform (LSP)
•   ExLibris and LSP Project led Alma training was held December 11-14, 2018; thanks to Upstate Medical for hosting;
•   ExLibris has complemented the entire SLC migration staff for their migration efforts.  They are holding this group up as a model for other consortia;
•   Acquisistions Start up Task Force has been meeting regularly to immerse themselves in Alma Acquisitions and workflows;
•   Alma training documentation is being worked on by the various working groups;
•   Dates for In Person Alma training are being worked on and will be announced soon; a total of 5 one day sessions will be offered a various locations;
•   LSP update webinar will be held on January 18;
•   LSP FAQs are available;

Open Educational Resources
•   September 1st Michael Daly began working for SUNY OER Services;
•   On December 6th, a SUNY OER Services meeting was held with staff; task assignments were discussed as was the review and funding of campus OER courses;
•   A Campus Champions meeting will be held at Suffolk County Community College on February 1st and 2nd; similar events are scheduled at other campuses;
•   Tony DeFranco and Michelle Beechey are now working full time for SUNY Open Services;


Open Access
•   Symposia regarding open access and the SUNY Open Access Resolution were scheduled for Buffalo (October 15th) and Stony Brook (October 26th);
•   An Open Access celebration was held at University at Albany on October 25th; OLIS staff were in attendance;


SUNY Libraries Consortium (SLC)

•   SLC Fall Meeting was held in Saratoga November 7- 8;
•   Jenica Rogers has accepted a new position at SUNY Potsdam and will step down from the SLC Board;
•   SLC bylaws are being developed to guide the work of the Executive Director, the Board and the organization;
•   The Commercial Products Committee (CPC) is working to establish a framework for moving the forward into commercial product evaluation and purchasing;


OLIS / SUNY News
•   OLIS continues to work with the LSP project managers as part of the Alma migration;
•   OLIS is planning for Alma support. The plan is to have 3 – 4 support individuals in place by April, and to bring the total up to 8 by the Alma go live date June/July 2019.  All of this depends on the availability of qualified individuals.

•   New SLC email list has been established initially using the SCLD-l subscriber list; get in touch if additional subscriptions are needed/desired;
•   The Commercial Products Committee (CPC) is collecting/analyzing campus inventory responses regarding licensed electronic resources and license details;
•   Be on the lookout for a survey from the Video Resources Working Group; primarily focused on libraries’ Kanopy licenses;
•   A CPC sub-group has begun discussions about the ScienceDirect license, cost sharing analysis and next steps regarding possible ScienceDirect renewal/s

OLIS / SUNY News
•   John Schumacher, long time OLIS staff member and OLIS SUNYLA delegate has retired, as of October 24th.  We thank him for his dedication and service to OLIS, SUNYLA and UUP.
•   Karen Gardner-Athey will take over as the OLIS delegate to the SUNYLA council; this report is the first one as Karen’s submission.  It is based on John’s previous submission;
